Stephen McKerron vanishged from a Butlins holiday camp in Ayr on 17 September 1988 and was later found dead in a ditch six miles away in the Carrick Hills on 3 October 1988.
The police said that there was no suggestion that he had been abducted, but his family said that it didn't seem possible that he could have walked all the way there on his own.
